What does RTU-04 mean?

The compressor runs while outdoor air is cool enough for free cooling and the damper is parked at minimum.

Why does it matter?

Free cooling is the cheapest cooling there is; a locked-out economizer wastes it for every cool hour of the year.

What should you do?

Check the economizer changeover setting and sensor, the damper actuator and linkage, and any 'economizer disabled' override.
