What does AHU-FC07 mean?

Heating valve is saturated open but SAT still hasn't reached setpoint.

Why does it matter?

Heating capacity is gone — coil is undersized, water-side is starving, or coil is fouled. AHU will deliver cold supply air, zones will reheat to compensate, downstream energy bill grows.

What should you do?

Measure water-side ΔT across the coil (low ΔT = water-side issue). Check HW pump head and pressure-independent control valve setpoint. Inspect coil fins for fouling.
