What does AHU-X13 mean?

The OA damper is open well past its minimum position even though OAT is too hot or too cold for free cooling to be useful.

Why does it matter?

Each percent of excess OA is conditioned, dehumidified, and reheated for no ventilation benefit. In peak summer or winter, every CFM of excess OA carries a measurable kWh cost.

What should you do?

Verify the economizer enable logic (high-limit lockout temp). Check whether the damper actuator is sticking open or whether minimum-OA logic has been hard-coded above design ventilation.
